Surface Laptop 2 TPM issue

Hello,

I have a surface laptop 2, where TPM chip started malfunctioning a couple of months ago.

Windows cannot find the TPM chip, and I cannot enable in in UEFI - If I try to enable it in UEFI, it just throws the error "the system failed to change the state of the TPM", and then it disables it again.

Tried various suggestions with disabling secure boot etc., however nothing works.... is this a hardware failure ??
