Surface Go 2 stylus tracking problem

The stylus seems to have a stylus tracking coordinate problem. As you move the stylus up the screen the cursor begins to lag below it vertically, so that by the time you get to the top of the screen it's about a half-inch below the physical location of the tip of the stylus. Where this causes a problem is when you have a window maximized on the screen - you can't interact with the icons in the top row: minimize, close, etc.

Nothing I've tried in the OS's settings (Windows 10) has had any effect. Is this a known issue, and is there any fix for it?
