Video: Very low FPS and Picture only Green and White

Has anybody ever seen something like this? (see Attachment).

Camera works without a Problem in every other Application.

For Skype for Business however, the camera turns green and white only and the framerate is at about 1 FPS. Camera Settings are set to standard. Only one User is affected by the problem.

We're using Office 2013.

Device is a Surface Book 2.
