Where to set conditions for icon sets in Excel Online (Conditional Formatting)

I can select icon sets to apply as conditional formatting to a cell. But where on earth does one enter the conditions for the icon set to function in Excel online? What I am able to edit the rule...

Hey, is there a way to modify this rule to a custom rule for formatting in Excel web or the default is the only rule that can be applied?
