Permissions for Graph Explorer

Does a user need to be a global admin of a tenant in order to use the Graph Explorer in the context of their own tenant? A user who is a Sharepoint Admin gets errors when attempting to use the Graph Explorer. It works okay for me, as a global admin. We are really trying to limit the number of global admins in our environment.
