Do you have a custom cost or number field in project online yet for projects? I think it also needs data, so you'd need to create it, populate it on the projects you're running a scenario against, and publish those projects with the number assigned. When I've done scenarios, I skip using the number since I run them on resource capacity alone, but for some reason it has to be there.
