refresh excel spreadsheets with on prem data connections

We have created a Sharepoint site on Office  365 however our data is all on prem. I need a way to be able to refresh Oracle and SQL server connections that are embedded into Excel spreadsheets.  We already have Powerbi Gateway running as well as some users that have pro licenses. I'm wondering can this all go through the Powerbi gateway or does it require for all users to have a pro license in order to be able to refresh. I also have users that would like to be able to refresh from One Drive. Anyway please let me know your thoughts.
