    I had opened a support ticket with Microsoft and while working with them to gather more information I noticed that the default content center (Syntex setup - Content Understanding settings) was not set. After setting up Azure PayGo I had gone to SharePoint Admin to create a content center and then imported a saved model and applied to a document library. I also had noticed that both autofill and taxonomy tagger were not working (not available in document libraries). So I did two things:

    1. I deleted and recreated a new resource group for PayGo in Azure
    2. I set the default content center in Syntex settings (not easy since it was already created but was able to do some JS magic).

    After these two changes everything now works. Not sure if it was the Azure resource group or the missing content center that was the problem but wanted to pass along the steps I took. From now on I will always create the default content center in the Admin site first instead of creating one using SharePoint template :)
