Upgrade from Sharepoint 2010 to 2019

Hi,

I have a customer who has sharepoint 2010. I would like to ask if I need to license sharepoint servers 2013,2016 before I migrate to final 2019? I know that I need to do it from version to version but I need to know do I need to license 2013 and 2016 when I used those for jump to 2019?

    My understanding (Note: I'm not an expert in licensing) is that if you are not using for production purposes the 2013 and 2016 farms, you don't need to apply a production license to them.
