Stop downloads but keep editing in app

Hello, 

I have some issues within my team of certain individuals downloading items off SharePoint, working offline documents and then we have version control issues - despite repeated training and reminders. 

Is there a setting that removes any ability to download but still allows editing within the app (i.e., not only on Word Online)?  And how do you apply this setting to an individual or group?
