You heard it well...the site collection catalog is coming, but I think is not fully rolled out yet: https://docs.microsoft.com/en-us/sharepoint/dev/spfx/roadmap - Site collection app catalog with tenant level control for enabling easier solution deployed - by end of 2017

Anything at site level? Something about deploying scripts to the Site Assets library?

Doubtful Jorge, since Microsoft stance is now each site should be a site collection, so they will stop at the site collection level.
