SharePoint List Item Attachment Being Deleted when Second Attachment is Uploaded

Environment: SharePoint 2019

SharePoint list item attachment is being deleted when a second attachment is uploaded, it seemed to be isolated to MS Excel files.

Does anybody have this same issue and/or have a solution to fix this issue so that multiple MS Excel files can be uploaded to the same SharePoint list item?
