Thanks for sharing a screenshot. This is indeed the classic view.
Could you try to navigate to the list settings, go to advanced settings and apply this feature (see image below):

Could you please try something. Create a new list on the same site. Use "from existing lists". Select the original list. Try the edit form now, is it still classic? Or is it modern?
If it is still classic. Please create a completely new list and see if the edit form view is now modern.
This seems like a version bug, something is wrong with the list object.
