SharePoint 2019 Document Library IRM Upload Error

Hi,

We are currently using SharePoint 2019 on-premise.

We are encountering the following error when uploading files on an IRM-enabled document library.

"Error=Value=IrmDocLibrarysOnlySupportWebDav, Tag=0x0121d3da"

This only happened on modern document library theme, if i shift to classic experience, IRM works properly.
