SharePoint 2016 Error creating New Site Collection "Sorry, this site has not been shared with you."
Hi,
I have a SharePoint 2016 OnPremise Installation.
1) I create a New Web Application
2) I tried to create a New Site Collection for the above Web Apllication, but I received the following error
Sorry, this site has not been shared with you.I'm using an Administrator user, how can I solve this error?

Did you specify yourself as SCA when creating the site? If not, the alternative route since you're a Farm Admin is to grant yourself Full Control in the User Policy on the Web Application. This will give you (effectively) SCA on all Site Collections on that Web Application.

Yes, I set the myself(farm administration user) as the primary Site Administration, and Full Control on the User Policy.
I had installed, COnfigure,Administer, Sharepoint 2007 and SharePoint 2010. Now I jump to a SharePoint 2016 in my actual work, but this version requiered more configurations than previous versions.
-Finally I found the solution to the error. We must Add Permission Policy Level in Permission Policy Option of the web Application. Then grant-asign the New Permission Policy to Farm Administrator-Site Collection Administrators.
Steps :
1) After creating the Web Application, select Permission Policy (Directiv de permisos) :
2)Select Add Permission Policy Level (Agregar nivel de permisos de directiva) , in my example Directiva Sitios SGP
3) Select All the Options :
4) The Application Web configuration will be :
a) the Portal Super Reader User and Portal Super User (created and with their permissions grantted)
b) Farm Administration and Site Collections Administrators with Full Control And with the New Permission Policy Level (created in step 2 (Directiva Sitios SGP) grantted:
