Sharepoint 2013 has no option for contentclass=SPSPeople

We have a Sharepoint 2013 foundation server. I am creating a company directory page. when I go into Change Query and set my contentclass=SPSPeople I get no search results if I go to the refiners I have no options the screen is blank. I am stumped anyone ever run across this? if I go to STS_Site I get search results and I have refiners options.
