SharePoint 2010 Designer Workflow definition file download issue

Facing issue while downing SharePoint 2010 designer workflow definition file (xoml) which has non-English letters in workflow name using PowerShell script. Request help in resolving this issue.

    Hi #rg If you're unable to download a SharePoint 2010 Designer workflow definition file, try the following: 1- Check your permissions to ensure you have the necessary access. 2- Verify that the workflow isn't running or checked out by someone else. 3- Clear your browser cache and attempt the download again. 4- Try using a different web browser. 5- Confirm that the file size is within the allowed limits. 6- Check for any server or network issues. If the problem persists, contact your SharePoint administrator or IT support for further assistance.
