share with permission works and item unique permission does not , limited access lockdown enabled

SiteCollection Level, i have limited access lockdown feature enabled which prevents users to be given permission for a folder at the folder level. This is in classic experience

However, in modern experience, you can use share with give permission to the folder.

Why it is different for different experience.
