Read only

if that is a library or folder that you are trying to sync, will suggest to give you modify access, if the whole Sharepoint site is taken to read-only it might be somthing by Admin, there are scripts that you unblock/make a site change to functional site or if that is simply a library/folder restricted so the permission change will resolve this issues.

Ask your SharePoint Admin or Owner of the site to tweak permissions.
