Re: Site Owners unable to see 'New' in other People and Groups permissions groups
Can you go to group "settings" and see who is the owner of the group?
Make sure to set the owner of group from group settings to Site Owners group which will all site owners to add new users in the group.

It worked as it had a user name not a Group name....
