Not internally. The only way you can do this is use some form of URL analytics click tracking tool where you can basically create a URL, and it redirects you to your resource, then you can use that analytics for those links.
If you are linking to an office 365 page or document however you can always look at the document "Views / Viewers" on the hover cards / details for that document. But it doesn't really give you click tracking over time for it and thats where you would get more accurate click results from a service that can track those URL's.
