Permission Inheritance on Libraries
When you break permission inheritance on a single library from the parent site and change the permission levels assigned to the site groups. Do new members added to those groups at site level get added to the groups at library level or is group membership on the library frozen at the time inheritance is broken?
My understanding is that the users are added to the groups and the break in permission inheritance simply changes what the group can do on the library, not who is in the group.
- Yes, the group members have permissions to the library as specified for the group. New members will have the same permissions to the library as existing members of the group.
If the mechanism was not that way, our life would be hard :)

The groups are created at the site collection level. Therefore if you add a user to a group ( from the list/library or site the group) will be updated.
