The option to edit in excel or word is not available, only option is to open online.

Deleted is correct. The new secure external sharing flow currently does not allow support for opening the document in the Office clients. If you share a site or add the user to your organization via Azure B2B sharing, they will get a full guest account & be able to open in client. Thanks!
