Need to develop HTTP Handler for SharePoint 2015

Hi All,

Can we create custom HTTP handler for SharePoint 2015? if yes, please help to provide any useful links .  Http Handler is required to return 200 and 300. We are running Burp Suite & it is not returning 200 or 300, hence Http handler is required. Thanks in Advance.
