Move existing Sharepoint 2019 to new environment

I have a new client with a unstable SharePoint setup. It is a two tier setup, web and app on one server and the SQL on another. The SharePoint services like e.g. User profile sync and Managed metadata was setup with individual user accounts, and those individuals no longer work at the company, no one knows their passwords and SP does not allow us to change the service account to another account. (it is greyed out) Or in some scenarios when trying to register a new account, immediately throws a "Sorry something went wrong" and the security validation for the page has timed out."

 

What is the best way to fix this situation? I do not want to loose the work done on their SharePoint - and EDRMS is already setup with access rights and files uploaded. But with the services not running, the site is operating inconsistently, I can not continue setting up Managed Metadata, access rights is not syncing, ect.

I was thinking of creating 2 new servers, one with a clean SharePoint installation and one with a clean SQL installation and setup the necessary sharepoint services like (Managed metadata, search, User Profile, sync) and then restore the content database from the current server to the new one

  • Create a clean installation and then just migrate over the data!

    Use this structure as you need redundancy incase one server goes down, updated etc:
    2-3 Front-end
    2 app servers
    2 sql servers
