Modern Page Experience availability in SharePoint 2016 On-Prem Server

What exactly is required to enable the modern page experience in SP 2016 on-prem server?  I think wbaer's Feature Pack 2 Post alludes to this functionality.  But I was hoping someone could clarify fo...

Modern pages are indeed not part of Feature Pack 2. The only new functionality is support for SharePoint Framework (SPFx) webparts.

        I'm assuming this includes the communication site template as well.
