If you are to use PowerApps you would need to license every user for PowerApps. Each user would need a Microsoft 365 license with the included PowerApps license. You would need to check with the school to confirm what licensing they have and if that includes PowerApps.

School does not have anything and neither they want to buy. Also i am not aware of the complexity of licencing. There are around 1000 students. How much will be the cost?
