Managed Nav and Hub Sites

I'm trying to use a hub site with managed navigation. The associated sites will be a mix of Classic Team sites and Communication sites.

I've tried a few things, but currently I have a Publishing Portal as the hub site. The associated Communications site works as expected--i.e., it has the same navigation as the hub site. However, on the Classic Team site, the managed navigation is not present on the classic pages. (The navigation appears correctly on the modern pages within the Classic Team site.)

Am I going about this the wrong way?
