List comments - guest users cannot tag other members
We are having an issue in share point where we want to tag team members but the guest users are not able to do that.
What settings need to be modified by the admin to allow guest users to tag other members in comments.

@mentions does not work with guest or external accounts (you cannot @mention such accounts nor can such accounts @mention in files outside of their tenant).

As per this article SharePoint Online/Microsoft Lists: @mention people in list comments :
You cannot @mention the external/guest users in list comments.
This is the current limitation of SharePoint list comments feature.

Is this likely to be rectified any time soon?
I don't think so. You can raise a support ticket with Microsoft directly and see if they have any updates regarding same: Get support for Microsoft 365 - Online support
