What you can do is turn it ON at the tenant level, then turn it off on the sites except for the one you want to allow it.
or you can turn it on/off by site policies and apply the policies to each site.
I got your first tip by enabling it at the tenant level and turning it off on the sites I want to block the option. But what do you mean at your last tip by turning it on/off with site policies since there is no way to allow it if the tenant itself is blocking it to all?
