InfoPath 2013 - Query for Data Not Working

Issue:

 

Bringing in data from another list in a lookup field.  We have it turned off to load automatically when form opens as it slows it down too much.

 

I have added a rule to query for the data.  

 

When subtask is not blank:  query for the data.

 

I have used both the existing data connection and created a new one.  I have set the rule on the field that needs to load the data.

 

No data is loading.  I have tried multiple things and nothing is working. The field remains blank.  Help?
