I don't see the modern sites yet.

At Ignite, several Microsoft people said it was only rolled out the 50% of first release customer. It also sounds like they slow down their rollout process when the are "busy" with other high priorities, like getting ready for Ignite. I hope it happens soon, since I'm still waiting too.
If you are referring to the Team Sites showcased at Ignite, they're not released yet.
Yeap, I don't recall someone from Microsoft saying that Modern Team sites are being rolled out...what you can test is the new Home page for both Groups and existing / new team sites.
