Change the permissions for the users within the first step of the workflow.

    Could you please tell us which workflow tool/engine you're using and on which platform? SharePoint Online? On-Premises?

      Using on-premises Sharepoint 2013 with Approval Workflow 2010. Thank you.

        Sorry, my bad. I assumed you use a customized workflow ... AFAIK you cannot change the default approval workflow for SharePoint. You'll have to build something by yourself. I would recommend you to use some 3rd party tools for that like Nintex Workflow.
