What I think is that you would be able to deploy your SPFx Artifacts in the App Catalogue (you can have one per web application) and then from there they should provide tools (I guess PnP / the ALM API are going to be the answers here) to automate the installation of the artifacts per site collection basics

I got an answer from Vesa via Twitter yesterday (https://twitter.com/vesajuvonen/status/1004093918286352386). About "farm"-scoped deployment he says "That's the intention". So it is not a direct "Yes", but we may be lucky. He says that the SP2019 dev model will be discussed during this week community call.
Juan Carlos, your approach would also work for me, but I am mostly worried about when it will be possible.
