EXCEL FORMULA

One and all

I am trying to set a formula where using an IF statement if in my case cell E39 equals No then cell P13 is set at Zero and is locked for editing and if E39 equals Yes the P13 is not locked and a figure can be manually placed in the cell.

Tried doing a Macro for the above as well but no luck

Any guidance you can give will be greatly appreciated
