Error with modern experience when automatically declaring a record and removing automatic checkout

Hi all,

I am using SharePoint Online.  I am try to create a library that automatically declares a document a record AND does not check out the document automatically in the modern experience.  Both are possible, but when done together, I get an error.  Once refreshed the document shows in the library but cannot be opened.  Is anyone else getting this experience?  Does anyone have a workaround?

Are you declaring records via Security and Compliance Center Retention Labels, by defining a label to automatically apply to every document in a library? Or are you using classic SharePoint native record declaration? The former works fine for me.

I was doing the latter. I will try the former and see if that works.

Ok, I created a label, but I cannot use the label policy to declare it a record.  I see from other screenshots that I am missing this option.  How do I enable this?  It is not available when I first create the label, nor is it available on edit.  Strangeness.
