Do you have to upgrade the secure store service when upgrading to sharepoint 2016 ?

We are upgrading from sharepoint 2013 to sharepoint 2016.

When trying to upgrade the secure store service we are having some issues - as we do not know the 2013 passphrase. We might need to reset the 2013 or even have to try and atempt to rebuild the secure store service.

Is it a valid option to not bother to try to upgrade the 2013 secure store service, and just create a new secure store service in the sharepoint 2016 environment ?
