Creating an online user guide for procedures in SharePoint 365

Please move this to the correct place if you know what that is. As you can imagine, whenever I search for online user guide in SharePoint, I get user guides for using SharePoint. I want to create an online procedure site within SharePoint. What do I do to get a site like the following:
