CPU goes 100% when crawling in SharePoint 2016

Issue is CPU goes 100% all the time with crawling. CPU has been increase to 8 virtual CPUs and also antivirus exclusion of search, log and temp folders has been performed. Still CPU goes 100%.

Environment:

SharePoint 2016 4 Server farm, with 2 application servers with Search. (Minrole)

As per below Content Processing Activity Report DLP takes most time. 

What would be the cause of this. Appreciate any thoughts on this.
