We had a meeting with one of the product group managers couple of months ago and we were told that 2019 will be packed with features that include modern sites and pages.
Though, we can never until the product is released. We can know more during the First look of SharePoint Server 2019 session in Las Vegas.

Well. if you want an official message to your questions you have to wait until Microsoft disclosed this information...as you mention, it seems this will happen at SharePoint Conference in May
