Can we design communication site and develop it full responsive custom master page ?
I'm new in SharePoint 2019. our business partner want custom design of communication site (OOTB of communication sites they don't want) if it's possible then what is the best practice with full responsive and how we achieve it.
Please share some link or post if possible.

- Modern SPO Sites don't work with master pages any more...migth I ask why the responsive features provided by OOT Communication sites are not enough?
