Can Sharepoint do a client portal with a user outside MS 365?

Based upon the article you sent me to its looks like in sharepoint one can share files and folder with a non-MS user, but not the actual site. I want that the portal to provide actual functionality to the user - a dashboard where they can see the status of their case, view some pertinent videos and information. It sounds like sharepoint will not work for my purposes in creating a client portal. Is that right?
standenman You can still share site pages (files) with external users. But if you are looking for completely public facing website, SharePoint online will not work for you.
