Broken inheritance

Yes, user1 can have access to whole document library. Go to Document library settings > Permissions settings for library > Break permission inheritance and grant permissions to user1.
User1 should be able to reach the document library by using library URL or from your Subsite B. If user1 is not able to find the document library from Subsite B, grant Limited access to user1 at Subsite B site level permissions manually.

Yes, you should be able to break permission inheritance and grant permissions to single document library in SharePoint site. User will be able to access the document library without any issue.
Also, you can test this scenario on your own by joining Microsoft 365 Developer Program which gives you access to most of the Microsoft 365 services including SharePoint for free.

I meant to say for the user1 to have access to a whole Document Library 🙂 , but I guess it applies the same.
My real wonder was: Since user1 does not belong to onwers nor members nor visitor, he would not reach the documents, so, at least he should be viewer in parent sites.
As for the Developer program, I used it long ago and I believe I am not eligible anymore with the same credit card. 😞
