What's the difference between School Data Sync (Plan 1) and School Data Sync (Plan 2)?

I've checked with the program managers and there is no difference. It is a remnant from when the SDS Plan was first added into the license packs.

Marc ANDRIEUX , I believe the error message "To sign into School Data Sync, you must have Microsoft 365 Education plan and confirm that School Data Sync Plan 1 or Plan 2 license is selected." means the administrator doesn't have an academic "A" license assigned, such as one of the complimentary Office 365 A1 for faculty licenses included with every education tenant. If the user account with the global admin role assigned has such an "A" license allocated (in particular the license option for School Data Sync Plan 1 or Plan 2, that account can in turn administer School Data Sync.

What can I do if as a global admin I get this error message :

We are currently experiencing the same issue. We have used SDS for years without issue and now cannot access the dashboard. I reached out to the broker that coordinates our SLA/EES for the state of Pennsylvania with hopes that they have some clarity on the issue before submitting a ticket through the admin portal. There are no selectable licenses to assign. They should be part of the A1...3...5 licensing schema.
