I think putting everything in SIS file is not recommended,
if you do the below 1 by 1, I am sure it will be smooth.
1. Create users separately through AAD bulk option, once users are created you can just add them on Teams as existing users and their names will be available under the School as teachers. Licenses can be assigned via PowerShell command or through O365 portal (100 at a time)
2. Create Sections and upload SIS.
3. Add Students and Teachers SIS, if not done in step one.
4. Map teachers and Students against the section and upload. you can do this task separately for teachers and students just to be able to deal with less errors in case they arise.
Give it at least 12 hours for all settings / changes to fully apply and that's it.
