User Permissions

Currently deploying EPS 2016 / SharePoint in new domain.  At the same time migrating users from old to new domain.  For migrated users unable to access Project.  For users created in new domain, no problems.

I am 99.9% certain that this has nothing to do with EPS and all to do with AD / SharePoint / SID History.  However I just want to ask the question whether anyone has experience with this issue.
