resource over allocation in a Master Project

You didn't give me all the information I asked for, but fortunately, what you did give me, sheds light on the problem.
The Resource Sheet tells us why you don't see any overallocation. It shows 2 Moses, 2 Hays, and 2 Jacobs. Just because the names are the same doesn't mean Project interprets them to be the same. In fact, you have 2 of each resource.
Linked structures in Project can be very problematic if not set up and maintained with utmost discipline. As such, they are prone to corruption. My guess is you either have not set up sharing properly between the master and two subprojects or you have created a corrupt link structure. Try this:
1. Open the Share Resources window for each of the files, master, subproject 1, subproject 2 and the pool file, one at at time
2. Go to, Resource > Assignments group > Resource Pool > Share Resources.
3. For the master and each of the subprojects, you should see something like this
4. For the pool file you should see something like this (i.e. 3 entries only)
If you do not have what is shown above, you'll need to break corrupt links from the pool file and reset the structure.

As you can see, for example in sub project 1 and sub project 2, Moses is allocated on the same dates for 2 different tasks, and no "red" alert appears.
