Hi Knowledgeseeker ,
As Dale_HowardMVP mentioned too, I've seen this in the past within the first few hours of creating a new PWA instance. If you are seeing this issue a week later, I recommend that you open a support ticket with Microsoft via your Microsoft 365 tenant. They will be able to assist you.

Thank you for responding to this thread.
After further diagnostics and attempts, I was able to resolve the issue by creating the instance using the tenant’s super admin account, even though it previously worked with my admin account that had all the required.
