После публикации в выпадающем списке кроме Вас появится и этот человек.
Тот кто будет утверждать задачи в этом проекте должен хотя-бы один раз создать и опубликовать хоть одну задачу, далее его можно будет выбрать утверждающим в других:)

The project manager of the project in question must open and check out the project. Then he must insert the Status Manager column, and select his own name for every detailed task in the project. Then the project manager must save and publish the project. There is no way for YOU to set the Status Manager to someone else. It must be done by the current project manager. Hope this helps.

I'll translate answer of Vasily above to English, it gives to clear process to get new name in column "Status Manager":
To have his name in "Status Manager" column, new Project Manager must:
- check out project
- add at least on task by himself in Project Plan (online or in Project Desktop), task may be temporary and may be deleted later
- save plan to server
- publish project
- check-in project
After that you'll have name of the person who added task in the drop-down list of cells of "Status Manager" column.
