Cumulative % Complete Formula
Maybe. Conceptually I can envision setting up a flag field to designate which tasks to include in this "metric". Then use two custom number fields to capture the Duration and Actual Duration values for tasks with the flag field set. Sum those values up to summary level and calculate the percent complete.
If your "task with the formula" is not a summary level, then none of this can be done with custom field formulas.
You do realize that percent complete is duration based and the passage of time (i.e. duration) accomplishes nothing, except for concrete curing, paint drying, or wounds healing. So you are correct in that this is a very odd request and will produce an even more meaningless metric for a questionable starting metric. My thoughts.
